So I took the T-case skid off my 88 laredo b4 I sold it so I could put it on my 99. One side of it bolts to the xmember, and the other side bolts to the "frame"rail. I can get a nut on or above the xmember no problem, but how do I secure the bolts to the frame? Use a toggle bolt?

Easiest way is have a mechanic put a "Nut Sert" in the frame. Thats how it installs factory. There is no real other way to get a nut and bolt in there other wise. Nutserts are basically a rivit like insert that has threads, the tool is just like a rivit gun. you put it in the hole and squeeze it and it crimps the nutsert in teh hole and instantly you have a threaded hole. thats how most factory in frame threaded holes are.

I took some 1/4"-3/8" self drilling/tapping bolts and that worked out so far so good.

you dont need a mechanic to put in a nutsert. unless there are multiple types im not aware of
my local hardware store carries them. you place them in a hole in the framerail and using a bolt you tighten the bolt down in the nutsert and it compresses and pinches the framerail.voila you have a threaded hole in your framerail.
