the 3.5 pack comes with the 4.5 kit for a reason. my RE has been on for a year and a half and the back hasnt sagged at all beyond advertised (3.5 pack). ideally you should run the 3.5 pack with their 1.25" shackle (.75" true lift) to achieve exactly (if not a little higher at first) what you want. in fact my front has always sat lower than the rear and my front measures 4.5".
phil also runs the 3.5 pack for about a year and it hasnt sagged
also pretty sure theres no such thing as an RE 5.5 pack. and if there was, the way their leaf systems work itd go far beyond what u want
also a lesser arched pack is going to flex more than one with a lot of arch

I have Rustys 3" in the back, and they sat at 4.5" and never sagged.
I then added my 2" Rocky Road Shackle to it and im at like 6" total lift.. Still about .25" more in the back though.
