i have brand new brakes all around and it still happens. cant think of much that would help

The first time you stop in the jeep just ride the brake and the gas very lightly to prevent them from locking up. Once the brakes are water-less your set. Works for me. It's just one of the benefits of having drum brakes

dude just get axle seal leaks and have dif fluid drip into your drums, they will never lock up again!
